I've fixed the XML, tested it with both the free and paid versions of Wicked Whims, Devious Desires & Nisa's Wicked Perversions. I've also tested it in both modded & un-modded Sims games and they show up every time.

Ok so people have been having difficulties with Milking Time not showing up in game so I went in and saw that it was actually tagged in two different categories and not the one I had included in the change log.
