I heard back from SubStar about the bug on my page!

They found the issue. It's a rare bug that happens when you exit vacation mode manually sometimes. I gave my confirmation that I do in fact want billing to resume on SubscribeStar and they said they will reactivate it shortly. I'll let you know when I get confirmation that it's fixed.
