Veldora was not capping. He literally tries to tell Rimuru Milim is not being controlled when Rimuru cut him off remember? Same with Raphael. Guy also tells us that Milim is not being controlled. He says Milim is fighting of her own volition and tells Ramiris Milim probably has some sort of plan. All the signs are right there in front of us. The manga and LN make it much more obvious than the anime with a few additional clues and statements they throw in. Guy, Leon, Frey, Karion (Karion does not know initially but would have been told after their fight), and probably Luminus all know Milim is not being controlled but do not interfere. My guess is they do not want to ruin her fun and know that she is probably playing along with it for a reason. Technically, Rimuru also knows that Milim is not being controlled. Raphael is Rimuru's skill. Everything Raphael knows, Rimuru knows, BUT the catch is he actually has to converse with Raphael to get the information. This is a big downside and not how the skill would normally work. Great Sage copied Words of the World so she could converse with Rimuru BUT if she had not done that, then Rimuru would just automatically always have all of the info without needing to ask for it. It would also eliminate the possibility of Rimuru ignoring his skill as we see in his fight with Milim. Remember, Rimuru thought it wasn't Karion because the disguise was TOO obvious. Shion and Raphael tell us it is Karion, Rimuru ignoring his own skill again
