As a True Dragon, Veldora is a Spiritual Life-form and needs a Physical Body to inhabit in order to fully exist in the material world. This is explained in the manga and LN, but the body that we see Veldora in when we first meet him is one that he created out of magicules. He no longer needed the body in Rimuru's stomach so he dissolved it back to magicules and was existing as a mental manifestation. So he needs a new body and Rimuru gave him one! They also skipped a huge piece of info here. Naming monsters normally comes with a huge risk attached to it. This is hard to accept because we see Rimuru name hundreds of thousands of monsters and he is totally fine. BUT THE REASON HE IS TOTALLY SAFE IS THAT WHEN HE WENT ON HIS NAMING SPREES, HE (Great Sage) TOOK VELDORA'S MAGICULES WHEN RIMURU DID NOT HAVE ENOUGH. Great Sage basically used Veldora as a battery for Rimuru lol
