This part is especially confusing to anime only viewers: Words of the World and Great Sage / Raphael are different entities. The voice that Rimuru's subordinates hear during the Harvest Festival is Words of the World. The voice that does most of the talking during Rimuru's evolution is Words of the World. Great Sage actually talks to Words of the World during the Harvest Festival to request her own evolution, and then Raphael sacrifices Merciless to evolve Gluttony. It can be confusing because they sound the same. Words of the World is essentially an announcement system for important events like evolutions or the awakening of new skills. It is heard in the consciousness of all related parties. The reason they sound exactly the same is Great Sage copied the Words of the World to gain the ability to speak to Rimuru because it sensed his desire for companionship. In the anime, you can tell the differences between the two voices by looking at the background. There is a world in the background when Words of the World is speaking, and Great Sage and Raphael have their own symbols
