I think there is a bit of confusion here because the anime does not define what a 'majin' is very well, yet we hear them use the term multiple times with no real explanation. Majin is just a sort of umbrella term for intelligent and powerful monsters. There are multiple ways to become a majin. You can either be born into a race that automatically makes you qualify, you can gain enough power and intelligence as a monster to be considered one, or you can be a human that goes through a 'monsterization' process and become majin. Shizu was actually a majin due to Ifrit residing within her. She was an 'Elemental Hybrid' Many majin end up serving as subordinates to one of the Demon Lords, but that is not exclusively what a majin is. So Rimuru really IS a majin. I believe the Kijin that serve Rimuru also qualify as majin but I am unsure if any of his other subordinates qualify at this point.
