The thing about Lelouch explaining the truth of what happened with Euphy is that not making excuses for those events is Lelouch's self imposed punishment for what happened. He finds the excuse of "it was an accident" too convenient and unfair as a way to take the responsibility off of himself so he refuses to acknowledge it as the truth of what happened. He Geass'd Euphy and told her to kill the Japanese, then he later shot and killed her. That is his truth of the events.
