In the book, the dogs were super scary because they were genetic hybrids created from the DNA of the fallen tributes, so they had recognizable hair color and facial features.

He proved he could kill but he didn't like it with the girl with fire. They didn't explain it on the movie but he killed her to end her suffering, much like Katniss did to end Cato's, although again they didn't put that in there.
