that's exactly he thing about this Arc, unlike in the Canon story... even the foot soldier marines have brain cells here xdd, they're not just dumb npc's for the StrawHats to trample over. Obviously if it all came to fighting then Luffy and his crew would easily beat the majority of them.... but the point of conflict in G-8 revolves around Going Merry... which is not just their method of transportation... but pretty much the their whole livelihood. Merry being compromised is the key of the Strawhats not going all out right away at the Marines, which is why this Arc is so engaging...... if you cannot create worthy stakes with the lives of the protagonists.... then the best course of action is creating conflict and stakes through the next thing most important to them.
