As i know from many others kpop interview that big company has many trainee, only when they started to form the official group that the decided to do small/ large survival show. To do that, they gonna choose some promising candidate into what they called the project trainee and show them to us throughout the show

Also when you are born you are 1 in Korea (I think the 9 months as fetus are considered "the first year") So this is why you have idols saying they are e.g. 23 (in Korean age) even though they are 21 (in international age). Ruka's birthday is on the 20th of March 2002 which would make her 23 and 24 in Korean age.
