From the dialogue of some of the other characters it seems the ones vouching for him are very close with Riki. From Riki's line here they may even be in a Trustbond with him.
I get the feeling that none of the mystics Trustbond, and so maybe the others on the counsel (who don't seem to be mystics) have some connection to Riki through people they've bonded, and they're more than content to see how she reacts to this challenge that might help him.
Maybe they have their reservations about the mystics because of the lack of bonds, and this action seems cold and distant to them.
Or maybe there's enough dialogue in the pro and anti Riki camps already where there's not much left to say and they are just listening (especially since the meta reason attached to this is more dialogue from characters could drag the scene out without adding much)

Seems like a rather quiet counsel. Why hasn't anyone else spoken up? Also, why is the Mystic (I don't think we've learned her name yet) being treated like she's the one with the problem, when it seems like Riki is a well-known troublemaker?
