Since kaneki was tortured by Jason they wanted to recreate the same conditions. They used rize’s kakuho to turn kaneki that’s why he has her kagune and they used Mr.Yoshimura’s (coffee shop owner, eto’s dad) kakuho to turn takizawa, that’s why his kagune/powers are similar. Amon has been watching all this time, he is one of the failed experiments and can’t use a kagune. This raid is happening at the same time as arima v kaneki, it’s not a time skip
