They use him as an informant on ghouls and ghoul patterns. Haise is kaneki, it’s just that he lost his memory and took on a different persona after being defeated by Arima at the end of season 2. Its not in the anime but Arima stabbed Kaneki through the eye at the end of the fight. The CCG decided to use kaneki to fight against the ghouls after he lost his memories. The ghouls at the club scene said that kaneki looks better when he is sad, and Touka recognized him when he went to the coffee shop, and Nishiki identified him when they fought. The black haired “girl” with mitsuki at the end is juzo dressed as a girl lol. Also see if you recognize someone in ayato’s group…::…
