Remember when Naruto was about to sign the contract that would give him the key to open up the Nine Tails seal and was having those flashbacks about Jiraiya teaching him some jutsu he was trying to learn and ended up harming Jiraiya while transformed? I believe that he was trying to teach Naruto the Tailed Beast Bomb. If Rasengan works the same way TBB does and Rasengan was meant to be a jutsu that was passed down to Naruto, along with Minato telling him he needs to master the Nine Tails power to beat Madara then this makes the most sense imo. I can't think of any other jutsu that Naruto would specifically need the Nine Tails chakra released for. It's like a proto-Tailed Beast Bomb to help Naruto grasp the fundamentals of performing this jutsu that's even more powerful and difficult than Rasengan

Not that he haven't tried it - we saw him resurrect Itachi and Nagato. And are you confusing Uchiha Shisui and Uchiha Obito? Or did I just misunderstood that?
