CCG investigators like the ghouls have ranks. Jason for example is S rated (There are higher ranks than that) investigator mado is "Senior investigator" which is like right in the middle. They were saying that if it was not for his twisted personality and some events that happend in the past which i wont spoil. His rank would've been higher.
