While it is not the same level of security that military records have placed on them, I work in hospital nursing and every interaction with a patient chart is logged. Depending on the chart certain alerts can be sent to risk management to determine if that access was proper. For example if you access a chart of a patient that has the same last name. We are not allowed to access our family members chart nor our own chart. We are actually prohibited from being involved in a family member's care for ethical, legal & liability reasons. Every interaction with an employee's chart is reviewed and we have to enter a password to serve as an attestation that the intent of access is strictly to fulfill duties within the scope our jobs. Therefore I would suspect any access of military records is similarly audited and questione. Therefore all you would need to do is know someone with system access of an auditor to see if a specific personnel file was accessed or inquired about.
