This is what I thought about Penny, too. She wasn't examined as an equal character. And in the end, I saw her as trying to comfort rather than just believing in Hammer - she knew Hammer had his faults, as seen earlier, but just because someone has faults doesn't mean you don't expect them to do what they're supposedly good at.

I'm not as versed in the works of Joss Whedon as most nerds, but I do enjoy what I've seen, including this movie. But from what I've seen, a failure to think through the implications of the writing and a reliance on immediate impact over cohesive themes is a recurring problem of works that he's involved with. Regardless, I enjoyed this video! Thank you, and I hope everyone seeing this is doing their best to stay sane these days.
