But there are apartment complexes with more than 20 families or even more. It alaways depends where u live. And it especially depends on the max bandwidth that this one line (last mile) has. Its all about capacities.

With a complain the only thing she can reach is to get a downgrade to a cheaper offer but that wouldnt make her internet faster. Everyone is at home and especially in an apartment complex it tends to slow down the internet. She need to upload all her videos at a time where most are either not at home or sleeping.

If u live in an apartment complex you basically share your internet speed with everyone else living there. Because the whole complex is using the same line and it can only have a specific max in and output speed. If everyone is using it at the same time u overload it. Its simple as that.
