Terrifying yes, I don't know about it being most overpowered thou. There are Devil fruits that can put the victim out of commission which don't even need the users physical touch. For example, Boa Hancocks mero mero no mi and Perona's horo horo no mi. Kumas paw paw fruit that he use to send the strawhat crew flying instantly is pretty OP as well.

If u really think about it Sugars devil fruit is pretty much broken and damn terrifying. Only one touch, Sugar will turn you into a toy, enslave you, and have the world forget your existence (the consequences of your actions in the world still exist though). And it works on anything that has a mind, from insects to giants. And it doesnt matter how powerful u are, there is simply no real protection against it. And to top it all it even grants you eternal youth. Give that fruit to someone who is physically stronger and its game over the momnent the person touches someone. Most overpowered fruit in One Piece if u ask me. It literally has no weaknesses (at least none we really know of) besides the fact that u need to touch the person first and well the typical devil fruit weakness water.

I'm alright with that, Rebecca's character was built on the premise that she never wanted to ever hurt someone to begin with from the very beginning. To me it makes complete sense that she doesn't have any of those "victory over the enemy" moments as she was never meant to

I think this is one of the reasons people ended up disliking Rebecca. She never got to actually beat anyone. She ended up tanking Cavendish's attack and then gets pushed around crying until her dad saves her. Shirahoshi was also a crybaby but she summoned up the courage to help out anyway.
