That makes sense, considering there exist people in the world of One Piece that are hybrids between humans and fishmen. The question did not mention mermaids and mermen, as they weren't showed until Kokoro made her appearance. But, once again, she was able to reproduce with a man, so I'd say that should also answer that question.

Not saying that you should change your moral stance on it, but it’s important to be mindful that each country has their own laws and standards!

Brother/Big brother is a loose translation but still correct. Also, you probably already know but fishmen are still fish and don't reproduce like humans

Fish don’t reproduce the same as humans so it make sense that mermaids and mermen don’t either. The female will lay eggs In water and then the father will fertilize them. No sex or birth involved.

By this point in the series, Zoro should be able to take him out quickly. Well before the room filled with water and even while under the water. On top of which, the others besides Luffy, Zoro, and Sanji are still pretty useless in combat.
