Otherwise just search on youtube how to get around google drive limit, many videos on it. To be honest the problem must be on your end, I always use this method, I downloaded the file just fine 30 min ago

When using drive: Press download, change UC in the url to open, now add to drive. Go to your personal drive account and make a copy from that file. Delete the original and download the copy. Happy watching!

So yeah Brook is voiced by Ian Sinclair in the English dub of One Piece. You obviously know him for voicing Whis in the DB movies and DBS. Fun fact since I'm talking about the 2 series, in the DB movie Resurrection F, the first time we see Krillin in that movie, he takes down some thief's and soon right after, I believe Bulma was calling him, the ringtone that is playing is the first opening of One Piece! This is a little Easter egg in that movie as the dub voice actor of Krillin voices Usopp, while in the Japanese version Krillin's voice actress voices Luffy!
