if shanks and whitebeard did make an alliance theyre not the type who wants to rule anyways. maybe if they tag teamed they could of taken out the rest of the yonkou.

Too lazy to check;P) where meeting as they feared they may form an alliance. Now here we are... Years later and an Emperor alliance have been formed.
