I mean dude... its he said she said. Who are they gonna believe their own mayor who has done everything to make water 7 prosper from what it was or some random PIRATES who just came in and started a fight with Frankys crew destroying the whole city. Almost every arc you should always have a moment to stop and think how the general population sees the strawhats, for us viewers they are the good guys but for everyone else they are the worst of the worst.

So here we see what a problem it is for people to blindly follow what their leaders say and not think for themselves. Obviously, Iceberg clearly believes he's telling the truth, he just doesn't have all the pieces and made erroneous connections when he saw Robin try to assassinate him. His influence carries a great power and weight to it and is sending the workers in his company on the wrong path. Just goes to show that good intentions, while they do count, aren't everything. If you don't have all the info, it's hard to make the right decisions, and yet, everyone is looking to him for the answers and as an example. What am I saying? Good question lol. I guess, follow your leaders, but also use your own judgment when needed.
