so, I guess something they don't explain as well in the anime as in the manga is that it's not just that Devil Fruit eaters can't swim. When they are in contact with enough salt water they basically lose all energy and can't control their bodies, which means they also can't swim. So if Luffy is in the water he basically can't use his rubber powers well at all.
