The endless seas of the Plane of Water are without surface or bottom, containing within them all the facets of water in vast, overlapping gradients of light, pressure, temperature, silt, and salinity; a system which produces every aquatic possibility, and a great many impossibilities besides.

It is a place of many small worlds and the small lives within; dense reef-worlds shelter teeming multitudes, hundreds of generations living and dying without glimpsing open ocean; looping, taural currents trap entire ecosystems, lured by the rivers of marine snow within; bubble cities built into air-motes play host to colonies of gaspers unable to even breathe the greater sea that surrounds them.

No less is it a place of vastness, however; creatures grow to sizes impossible in any other plane, leviathans dotted with parasitic merfolk settlements rove through years-long migrations with such perfect rhythmic regularity that many mark time by it; submarine ferries travel between distant bubbleworlds, guided by glowing chains of siphonophores that stretch for thousands of leagues.

And, of course, it is a place of dangers; armadas of deathless ghost-ships ply its ever-shifting tradeways, city-sized continental bores carve paths of turbulent carnage through open waters, grinding vortices spin with such power that columns of pure elemental void intrude upon their center, and titansong sounds forth with enough force to simply tear apart unprotected visitors.
