As far as we know, Eren and Zeke just have to make physical contact and then Eren can use the power of the founding titan (we saw in season 2 when Eren touched Zeke's mom as a titan and was able to commend the titans for a brief moment), which he plans to use for the euthanization plan, making Eldians unable to reproduce and eventually go extinct, I think. The rumbling might also be a part of that plan, but I personally don't really see how.
