I hear folks say all the time its an avengers movie but this is about cap story line with Bucky continuing from winter soldier. The other avengers were in it because of the signing of the accords. Zemo was part of the military and one of their tactics is to extract info from POWs with torture methods which is why the hydra soldier was drowned upside down
