If anything she is the other side of the spectrum, she panders to the masses to get popularity and plays by her own rules when she thinks shes safe to do whatever she wants

She's caught up with the times and understands the power of memes and a hardcore loyal base of cult-like sycophants...she's an old-school Nazi fascist with a new bag of tricks. Homelander is old neo-con American conservatism that doesn't understand that he doesn't need to appeal to everyone.
