To be fair to Goku: while the Senzu bean may have been a mistake, sending in Gohan was the only real option: After training for a year in the chamber, Goku *knows* that his son has surpassed him. He also knows that he can't get any substantial gains in the short term (even by going into the chamber again), and he suspects that Cell is still above him. After fighting Cell, he confirms that suspicion: Cell is stronger than Goku (Goku knows this) and Gohan is stronger than Goku (Goku also knows this), so the best chance for everybody is to let Gohan handle it. In fact, it's fair to assume that Goku has seen more power from Gohan (during their training) than Cell has shown so far, and he also knows Gohan can get some crazy "rage boosts"; so it makes perfect sense to be optimistic. From Gohan's perspective: he idolizes his father, and that's crucial to understand his reactions. By the time Gohan was born, Goku officially held the title of "Strongest Under the Heavens" (a.k.a. world champion). He rescued him from Raditz; he saved him during the fight against Nappa, then he saved him again in the fight against the Ginyu force, and later he was the one to take care of Frieza. So, even if Goku is showing less power than Gohan during the later part of the training or during the Cell fight, Gohan simply assumes he's holding back: he can't conceive that his father isn't the strongest. IMO, the conversation/encouragement before the fight sounds a bit weird in this dub, as they seem to be discussing mostly speed. As far as I can recall, on both the subs and the Catalan dub, Gohan is confident that what Goku and Cell had shown so far is not above him, in terms of overall power. Since he is convinced that his father is just "the best", he assumes he had to be holding back; so he is shocked when Goku states he was fighting at his maximum. At this point, and without considering anything shown after this episode, the most reasonable scaling is Goku < Gohan ≤ Cell.

Back then we thought Goku with power level 90 was crazy. Now his power level is 3,750,000,000 and counting. Satan’s poor brain probably farts trying to comprehend this shit
