It is similar to the way airplanes create thrust by having air flow over their wings. SIvida is not technically creating wind, she is using her Smooth skin to direct the flow, thus creating thrust and gusts of wind. With the right movements, she could manipulate wind sort of like an Airbender from ATLA, but not create it herself like a Paramecia could. The windier, the more effective it would be.
