Survey: your preference over surveys!

What does too much survey kill the survey? But no.... :p
In fact, the question is simple:
What type of survey do you prefer:
1) Like what I did for the October and November pack: that is to say that I make packs, then I offer you which one you want.
Or
2) As I just did here, I first do a survey to see what scene and character you want and then I make the packs accordingly.
