2025-06-05 21:36:58 +0000 UTC30:05 In episode 511 after Marineford, you might remember Sengoku resigning as Fleet Admiral (= commander-in-chief of the Marines) and speaking to that guy named Kong – the one with the "military commander-in-chief of World Government" title. We also saw that he used to be "just" a Fleet Admiral himself 27 years ago, during the Shiki incident in Episode 0. Kong represents the highest-ranking military official in the World Government structure, essentially like the American "Chairman of the Joint Chiefs of Staff", who oversees all military branches. Just that he coordinates the Marines, Cipher Pol agencies (& anything else that might exist), instead of the Army, Navy, Air Force, etc. So, no, Cipher Pol isn't above the Marines. They are parallel branches under Kong's oversight. However, whereas the Marines under their Fleet Admiral operate with considerable independence, Cipher Pol seems to largely carry out the World Government's direct orders (CP1-8 via Kong), with all branches ultimately answering to "his" authority though.
