I think Buffy's wig choice was because of the picture of the woman in the book. Buffy's mindset was that was the kind of girl Angel knew in his past that she had to compete with, so she was trying to look as much like the woman in the picture as possible. Since the woman had dark hair, Buffy went with a dark wig...

Easter Egg or what was once preferably called foreshadowing, with Buffy saying “it would be wrong.” Seriously doubt the writers had plans for when that line becomes fun, but it’s an episode to look forward to.
