Waste Manager Rework
- The NPC should spend less time in the lot after emptying your trashcans. Ideally they should go home immediately, but I can’t guarantee that will always happen.
- The NPC should no longer spawn in the wrong time of day.

My Sims that go to Uni will do so much better when they insist on cleaning up their dorms, the WHOLE dorm with faster dishes and trash collection. Thank you! Also. Yes! No more spoiled fizzy drinks is fantastic! Vampire sims can now hoard their plasma fruit soda as a food source and I am EXCITED!
