The thing with COPPA is I feel like it's not really the FTC's fault. As far as I know, they've acknowledged the middle ground content, General Audience stuff the Animation and Gaming, but Youtube hasn't put in a video upload option for that grouping. I could be wrong, but if they fix that, I think it will save a lot of trouble for those types of creators.
