Fluttershy Vs. Princess Luna

I have a ton of concepts scattered around on a notepad and when I work on a scenario, I usually work on more than one at a time.
Ex. I was organizing Rainbow' during Octavia's development cycle and planning Sunny during Rainbow's.
Now I'm working on Sunny and must decide if Luna or Fluttershy will be next, and I'm leaving it up to you!!!! They're both just as far along conceptually and have a focus on walking.
