A lizard from the middle of nowhere

Other than a few ancient structures, Ketta is surrounded by nothing but ocean and miles and miles of grey, featureless plains. Though an attractive location for researchers, it's also infamous as a place where the Federal Government sends it's dissenters and ner-do-wells. It's hard to sow discord when you're at a post thousands of miles from anyone or anything important.
