Iroh is the eldest brother and crowned prince right now not Ozai. The only way Sozin/Roku bloodline would rule like Azulon wanted is if he combines Iroh and Ozai's lines somehow or he passed over Iroh to make Ozai his heir. Zuko Alone showed us Azulon had no intentions of passing over Iroh for Ozai…..
