Exactly. Goku Black is basically the Zamasu that successfully killed Goasu before Whis performed the time rewind possibly creating yet another timeline.

2018-10-25 18:45:12 +0000 UTCGoku Black the Zamasu who we just saw get destroyed a few episodes ago, and the Goku body he uses is the Goku that we know and see from our main timeline. It’s hard to explain but the gist is that if Zamasu wasn’t killed by Beerus, then he would have wished to take Goku’s body followed by killing Goku and his family . But since Beerus got rid of Zamasu, it stopped his plans, also meaning that Black would should be erased too since, but he got saved by the time ring. So essentially now there’s a sort of ripple in the tineline that allows Black to exist even though the Zamasu who would become Black is now gone.
