Reward and Goal Changes

I removed the $20 tier. I have never had a patron go for that much and I feel I wasn't able to offer anything in that tier that was really worth it.
I also added a reward to the $5 and $10 tier to make it more worth remaining a patron. For the $5 tier you can get a full colored single character commission for every 12 months in a row you are a patron. And for the $10 tier, it's every 6 months.
I also altered the goals a bit as I actually accomplished some of the goals I had placed higher up, such as upgrading my computer.
