As a composer, I put him on a similar level to sawano. Personally I choose my anime to watch a lot by who's composing the music for it, since great composers are onboarded on good animes to enhance the impact of delivery of the storylines and characters.

While Tobio and Hinata are naturally gifted athletes, Oikawa had to work from 0. His coach was telling him that he can't complain about geniuses until hes done everything possible and thats why he says you can't polish talent.
