Whenever you read Japanese names, you should always call them by their first name. In Japanese culture, people who are close to each other call them by their first name. And people who are not close or just met each other call them by their last name. For example, if I first time met you in real life. I would call you Mr. Nato. But if I were your friend and we were close, then I would call you Joey. It's simple. Close people call each other by their first names. If they are not close then the last names will be used. For us viewers luckily, we can call all of them by their first names. That's how people refer to names in the anime community.
