Nanami's "overtime" power is because he limits the amount of power he can use during the day, so it's saved up if he needs to go into overtime. The other pact he mentioned was the "revealing one's hand" pact, where explaining your power to your enemy makes it work better. It's like THEIR knowledge of your power makes your power more real and therefore more effective.
