When she died, it split into 9 titans (all the ones controlled by a person, like eren, reiner, annie etc). However, all descendants of Eldians (the kingdom Ymir was from) can turn into titans if they get injected with the spinal fluid or if they ingest spinal fluid and zeke shouts (like he did with Connie's village and the titans outside the wall in the last couple episodes, he dosed the water source). How you become one of the 9 titans, as they explained in season 2, is you get turned into a "natural titan" (the dumb ones that any eldian can turn into with spinal fluid) and you eat the person that has one of the 9 powers. That's what Grisha did to Frieda Reiss, who had the coordinate/founding titan which is the main controlling titan. All the other ones can pass to any random eldian and they can unlock the full potential, but only a royal can fully unlock the power of the founding titan which is used to coordinate and mass control all eldians. When a royal has one of the other 8 titans instead, as you see with Zeke, they have the power to turn people into natural titans as long as they have some spinal fluid in them and control them, due to the royal blood. So this has turned from titans vs humans to.... a race/ethnicity war lol.
