I think it's been confirmed that Ryuk made that up. But, Light didn't know that so your point still stands. He also had Ray Pember write names in the notebook believing that as well.

If you remeber from the beginning of the season during the 1st or 2nd episode, Ryuk said that anyone who uses the notebook, by writing someone’s entire name in it. They wouldn’t be able to go to heaven or hell when they died. Instead they’d be stuck in a sort of purgatory. Light knew this rule but decided to not to tell his dad about it. To get him to write Melle’s name.
