The reason All Might is so insanely over powered is because his body reached the point handle the the full max power of One for All.

The creator stated that number wasn't an account of base power, but more of Deku's passion in that punch. If 100% is all of the effort Deku can put in a single punch, then in reality he just went above where he could normally push it.

As Luke and Max said above me, 1 million percent is hyperbole I think it was confirmed to be like 110% or something though, so still more than his normal max.
