Orochimaru told them to go get Sasuke because his body is hurting more and more from the jutsu the Third Hokage used. As explained before, he wants to use his body taking jutsu on Sasuke and thats why he wants to get him as sson as possible, he cant take the pain his current body is experiencing.

The judges would decide based on certain qualities they look for, not necessarily by how powerful you are. I agree that Naruto and Sasuke should have been promoted along with Shikamaru tho. That always bugged me. Shikamaru showed smarts in his match I'll give him that, but it wasn't anything super impressive. Naruto showed a little bit of genius too by coming up with the plan to attack Neji from under the ground.
