Kakashi summoned multiple dogs before so yeah its possible you can summon more than one thing. And maybe not all anime has inconsistent power levels but it is common in a lot of things. Dragon Ball does it and its still one of the best anime's out there (Especially Dragon Ball Super which is why I stopped watching). Its usually done to give a character there "moment." Which in this case is to give Tsunade her moment. I do agree tho, this ain't one of the better episodes.
