First, you would have to recruit another man for the shelter, the guy will then try to hit on one of the girls, and maybe he can succeed.

Second, you would have to put the guy on break at the same time as the girl, so they would be doing something together, maybe going to the pool or in the living room.

This is the move, if you don't put the guy to rest at the same time as another girl, nothing will happen, and sometimes the girl or the guy will not be attracted to the other.
if you don't like NTR, you can recruit no man for the shelter, or make a work schedule that prevents girls from being alone with boys.
