It's honestly pretty fun to see them start to build up a little bit of a mystery about some Pokemon over several episodes now, certain Pokemon are meant to be these mythical legendary beings in their world, so it's fun to see them start to get teased now. Legendary Pokemon until this point were mostly saved for the films, so they could give them the proper spectacle and attention they should get, but around this point they are starting to use them now, they kind of have to in a way, legendary Pokemon become more important to the games stories after Johto, so in a way I'd say this is kind of the anime testing out how to handle that.
